Can someone please assist?

I supposedly have a dynamic ip, my connection runs from my computer, to a router then through phone line. I tried ip platinum but it didn't work at all. Do i have to route thru ports to the router, and if so which ports? Does anyone have suggestions for a better ip changer?

Just reset your router?
